Timeseries treatments

what does RATE treatment do for timeseries?

The treatment RATE is applied to Timeseries data during the normalization process to take the average (weighted average in case of interval timeseries) of all the data points falling in that normalization interval and applies that value to that interval and repeats this computed value for all other intervals after it until the next data point occurs.

The idea is to denote the RATE at which the data is flowing.
